With this virtual seminar, we once again open a GLOBAL STRATEGIC PLATFORM debate room: AFRICA SESSIONS, which will focus today the Global Peace Index (GPI) and the impact on security and defence in Africa.
The Global Peace Index is produced on a yearly basis by the Institute for Economics and Peace (IEP). Already in its 16th edition (2022), the GPI ranks 163 independent states and territories according to the level of what is defined as ‘peacefulness’.
It measures the state of peace across three domains: i) societal safety and security, ii) ongoing domestic and international conflict, iii) militarisation. The index is based on 23 quantitative and qualitative indicators each weighting on a scale of 1 (more peaceful)-5 (less peaceful).
Ghana ranks at the top of the most peaceful countries in Africa (40th place globally), whereas South Sudan is the least peaceful African country ranking also amongst the least peaceful in the world (159th place).
Based on the report findings and analysis, the webinar aims to provide an overview of the latest development and implications of peace and conflict in the African continent, both in North and Sub-Saharan African countries.

Is the Director Europe & MENA at the Institute for Economics and Peace, as well the founder and director of BANTS Consulting, his own strategic security consultancy company. He has a specialization in political sciences, international relations, security and defence, global risk analysis, foresight, and crisis management. Serge Stroobants holds degrees from the Belgian Royal Military Academy, the Free University of Brussels, Université Jean Moulin Lyon III (France), the German General Staff College and Vesalius College.
As a Belgian military officer, he served at all levels of operational command and also at the strategic level at NATO HQ as the Military Assistant to the Belgian Military Representative to the NATO Military Committee. Furthermore, he is a visiting Professor at academic institutions, such as the Vesalius College in Brussels, the Riga graduate School of Law and Blanquerna University in Barcelona, a a senior visiting fellow at the Irish College of the KU Leuven and the Global Governance Institute, as well as a senior associate at the European Institute for Asian Studies and the Global Institute for Cybersecurity Technologies.
SALIM VALIMAMADE
LECTURER IN CORPORATE FINANCE AT THE CATHOLIC UNIVERSITY OF ANGOLA. MEMBER OF GLOBAL STRATEGIC PLATFORM (GSP)
Salim Valimamade has 20 years of academic and business experience in Angola and Portugal, mainly in areas such as Banking, Education, Real Estate; Energy and financial services. Salim was Director of Executive Programs at Luanda Catholic Business School and Professor of Corporate Finance at Catholic University of Angola. He was responsible for courses such as Financial Market, Corporate Finance and Business Administration. He was also Deputy Director of the Research Center of the Catholic University of Angola and did several financial consultancy work in Angola in institutions such as the Ministry of Economy, Ministry of Finance, Angola Securities Market Commission, Financial Services at KPMG and Real Estate Imogestin . He holds a Masters in Finance and Investment from the University of York.
LUIS BERNARDINO

PROFESSOR AT HIGHER INSTITUTE OF MILITARY STUDIES, UNIVERSITY OF LISBON
Luís Manuel Brás Bernardino is a Colonel in the Infantry of the Portuguese Army and has General Staff Course qualifications. He holds a post-graduate diploma in Peace and War Studies in New International Relations from Universidade Autónoma de Lisboa, a MA in Strategy from Instituto Superior de Ciências Sociais e Políticas at Universidade de Lisboa and a PhD in International Relations from the same university. Col Luis Bernardino regularly participates in national and international seminars and frequently publishes articles in journals on the subject of security and defence in Africa. He is currently Professor at the Higher Institute of Military Studies in Lisbon and is member of the Centre for Investigation, Development and Research of the Military Academy (CINAMIL).
Ana Carina S. Franco
Researcher IPRI-NOVA; Independent Consultant
PhD candidate in International Relations at NOVA FCSH/IPRI, with extensive professional experience in conflict and post-conflict scenarios in Afghanistan, the Middle East, but mostly in West, Central and East Africa. Ana Carina has been conducting independent evaluations for the United Nations, but especially the European Union (EU), namely of EU’s financing instruments such as the Instrument contributing to Stability and Peace and its predecessor, the Instrument for Stability. She was also the reporting officer of EU’s Common Security and Defence Policy civilian mission, EUCAP Somalia, based out in Mogadishu. Ana Carina holds a university degree in Political Science and International Relations from the Universidade Nova de Lisboa (Portugal) and a Research Master’s Degree in International Relations from the Catholic University of Louvain (Belgium). She is currently researching on peace and security in Africa and preparing for her doctoral thesis on EU external action in peace- and state-building through a comparative study between Somalia and Mali.
